The Nahverkehrsverbund Paderborn/Höxter (nph) is an association which was established by the district administrations of Paderborn and Höxter to fulfill the legal requirements according to the regulations EU-VO 1370/2007, PBefG (Public Transport Act) and ÖPNVG NRW (Public Transport Act of North Rhine-Westphalia). The association’s tasks are fulfilled by the association’s office in Paderborn.
